Nesse caso, o que faz dessa alternativa correta é a concordância verbal. O que vai mudar da voz ativa para a passiva é a palavra “range”, que equivale a “it”. Logo, para concordar com it, o verbo “to be” precisa estar no singular: “is” (range is / it is).

Na mudança da ativa para a passiva, como mostrado na explicação do artigo, o objeto passa a ser sujeito, mas o verbo não muda seu tempo. Nesse caso, o objeto que vira sujeito é “a whole mountain”, e o verbo “to be” é acrescido.
